THE HON. JOHN MANLEY

Former Deputy Prime Minister and Finance Minister

The Honourable John Manley is Senior Counsel at McCarthy Tétrault LLP, where he provides strategic advice in matters relating to public affairs, including trade, telecommunications, security and finance. He is also consulted by clients on matters concerning foreign governments.

Mr. Manley was first elected to Parliament as a Liberal in 1988, and re-elected three times. From 1993 to 2000, he served as Minister of Industry and also as Minister for each of three regional economic development departments of the federal government.

Mr. Manley served as Minister of Foreign Affairs from 2000 to 2002. Following the terrorist attacks of September 11, 2001, he was named Chairman of a new Cabinet Committee on Public Security and Anti-terrorism and counterpart to U.S. Homeland Security Chief, Governor Tom Ridge. For the role he played following 9/11, he was named TIME Canada Magazine's "Newsmaker of the Year" in December 2001.

In January 2002, Mr. Manley was appointed Deputy Prime Minister of Canada, Political Minister for Ontario, Minister of Infrastructure and Crown Corporations, and Chairman of the principal Cabinet committees. He added the role of Finance Minister in June 2002 and presented the Government’s federal budget in February 2003.

After leaving the Federal Cabinet in December 2003, Mr. Manley advised the Ontario Minister of Energy on the future of the provincially-owned electrical power generation company. In 2005, he co-chaired an independent Task Force on the future of North America for the Washington-based Council on Foreign Relations. In October 2007, he was named chair of the Independent Panel on Canada’s Future Role in Afghanistan by the Prime Minister.

He is a Director of Nortel Networks, the Canadian Imperial Bank of Commerce and Canadian Pacific Railway. He is Chairman of the Board of Optosecurity Inc. He also sits on a number of advisory Boards and not-for-profit organizations including CARE Canada, MaRS, the University of Waterloo, the National Arts Centre Foundation, the Conference Board of Canada and the Institute for Research on Public Policy (IRPP).

Mr. Manley is a graduate of Carleton University (BA, 1971) and University of Ottawa (LL.B., 1976) receiving the gold medal of his graduating class. He articled as a law clerk to the Rt. Hon. Bora Laskin, Chief Justice of Canada, and was called to the Ontario bar in 1978. He was granted the designation C. Dir. (Chartered Director) by McMaster University in February 2006 and has received Honourary Doctorates from the University of Ottawa and Carleton University.
